It's not a scam.
There are things called Power Factor Correction capacitors. This will be one of them.
Electrical devices that use motors, such as refrigerators, freezers, and washing machines actually cost more to run than you might think.
This is because your electricity bill is charged at pence/kilowatt hour. The power consumption of the machine is quoted in Watts (which is current consumption x supply voltage). At first sight these may seem to be the same but they're not.
There is a mathematical product called "Power Factor" which is a consequence of the current consumed becoming out of step with the supplied voltage when an AC supply is connected to a machine with a motor. Basically, these devices do work but only on motorised machines. The actual benefit is unlikely to be anywhere 30% because you won't be running your motorised machine constantly. Even a fridge switches on and off. You should get at least 5% though, more for a washing machine. You'll have to do the sums to see if it's worth buying.
